  5.     All across Eastern Europe, former communist leaders have
  6. been called to account for abuses they committed during their
  7. years of power. Romania's Nicolae Ceausescu was summarily shot;
  8. others have been imprisoned or put on trial. But Erich Honecker
  9. may escape retribution. Soviet authorities last week secretly
  10. flew the former East German leader to Moscow, beyond the reach
  11. of a German warrant charging him with manslaughter.

  13.     Officially, the ailing Honecker, 78, was moved for
  14. "humanitarian reasons" -- treatment of circulatory and kidney
  15. problems. But the German government charged that the Soviets
  16. violated international law by removing an indicted man from
  17. legal jurisdiction. "We cannot and will not accept what has
  18. happened," said Foreign Minister Hans-Dietrich Genscher. "The
  19. German government expects him to be brought back."

  21.     Honecker is charged with issuing a "shoot to kill" order
  22. that resulted in the death of scores of East Germans attempting
  23. to cross the border to the West. Before his flight to the
  24. Soviet Union, he was under Soviet protection at a military
  25. hospital in Beelitz, south of Berlin, where court officers were
  26. prevented from serving the arrest warrant. Despite the
  27. protests, Honecker's lawyer believes the charges will be
  28. dropped and he probably will not return to Germany.
